Driver from Pro 19.1 package could not be installed. Downloaded patch from Pro 18.2: link could not be recognized instead.

Could you please check the below solution from knowledge database,

First install the standalone Quartus prime programmer v19.1 before installing the patch 0.03.

Hi,
I have downloaded Intel® Quartus® Prime Pro Edition software version 19.1. The patch 0.03 doesn't work. Still encounter the same error for USB driver.
Would you suggest me to roll back in previous versions of Quartus Prime Pro?

No need to roll back to previous version since this patch is for fix the another issue.
