does quartus not automatically assign JTAG pins? it seem in my project its asking tck/tdo location under pin planner. if i have to assign these pins manually, where do i find datasheet for JTAG pin location.

By right the JTAG pin will be handled by quartus itself. Any idea what error message you get? When is that happening?
