Seems like the early access program is closed.
Is there an updated answer to this question?
Also, does Microsoft Surface Book 2 support SGX programming?

IBM Cloud has this, original announcement was Dec 2017.  Data Guard is their feature for container security, and there is also an Intel TXT-based "Secure Virtualization" option for VMware workloads as well.
