I am doing a heat dissipation test on a development board with a Xeon-D Processor.

I would like to know the maximum junction temperature specs of the CPU installed.

Processor: Xeon-D 2796TE
Core numbers: 20

The Tjmax temperature can vary from one individual processor to another. You can use the (freeware) CoreTemp app to see your individual processor's Tjmax temperature.
