linpack different in v3 and v2

When I use intel mkl , intel mpi ,intel compiler to test linpack l in e5 v3 2660, I get RMAX/RPEAK IS 11% .BUT in e5 v2 is 93%. Why?

Which the exact version of the Linpack, Intel MKL, intel compiler and mpi? what command setting when you run the benchmark?

Are you running the binary code from MKL install directory, for example ~/intel/compilers_and_libraries_2016.0.069/linux/mkl/benchmarks/linpack

or download from 

https://software.intel.com/en-us/articles/intel-math-kernel-library-linpack-download/? ;

Could you please attach the log?
