You need to ask Adobe what their operating and hardware system requirements are.

 

My opinion? No, you will not be happy with the performance if you do get it running.

upgrade it to what? Likely, No. Your 2nd gen processor and graphics are not supported on windows 10.

 

2nd question, NO also. You can search for comparisons of video editing software on the net.
