Hello RFale
Thank you for posting on the Intel® communities.
Regarding your inquiry, do you mean how to enable Intel® Turbo Boost Technology on the Intel® Core™ i5-8250U Processor? If the answer is yes, we would like to inform you that this processor supports Intel® Turbo Boost Technology 2.0 as you can confirm on ark.intel.com (Product Specification Page) under Performance, look for Max Turbo Frequency value and under Advanced Technologies, look for Intel® Turbo Boost Technology.
Intel Turbo Boost Technology is enabled by default on supported processors. You can disable or enable the technology with a switch in the BIOS. No other user-controllable settings to change Intel Turbo Boost Technology operation are available. Once enabled, Intel Turbo Boost Technology works automatically under operating system control.
