I know Intel Quick Sync will work in Intel Xeon E3-12xx processors having HD card and chipset C226
Will 'Intel Xeon E5 processors having HD card and chipset C236' work?
Is HD card necessary for enabling Quick Sync?

MSDK doesn't support E5, you can the HW support list in release note in https://software.intel.com/en-us/intel-media-server-studio-support/documentation
you also can use VCA card plugin E5 solution, details can refer -

But in multiple interactions with people who have tried it, they all claimed that the performance of the VCA card didn’t meet expectation. They currently do not have any successful cases with the VCA because of the card performance.
What is your opinion about this?
Is the performance of VCA (E5) lower than C226/C236 (E3) ? What is your benchmark regarding this analysis?
