11th Gen Intel Core i9 over 90 degrees when idle

I have a laptop with an 11th Gen Intel Core i9-11900H @ 2.50GHz and from startup, the temperature is over 90 degrees with the device mode set to 'Balanced'. This is with no applications running, only system processes.  When set to 'Cool' with the fans on full speed the temperature will drop to 85 degrees. I have installed the latest drivers and opened a support case with the manufacturer. Is it normal for the processor to run this hot when idle? Is there anything I can do to reduce the temperature?

No, it's not normal. Show it to the service center, and they will check the processor thermal paste and the ventilation and fan, too.

Try to boot Windows into safe mode, and check the temperature again

As a follow-up what would you expect the average temperature to be when the device is idle?

I don't have your processor, but while idle 40*-55*  is normal
