4 GB RAM, only 2.75 GB available?

When I right-click This Computer and bring up Properties, it brings up a page showing the properties of my computers.

Windows 10, x64, etc.

But it also says 4 GB (2.75 GB usable).

Why is that? Where did that 1.25 GB go?? My computer is really laggy, and I'm wondering if that could be part of the issue.

Okay, fixed it.

1. Ctrl - R

2. msconfig

3. Boot -> Advanced Options

4. Untick Maximum Memory

5. Ok

6. Restart

No wait, I have 2 corrections to make.

1. I right-click on "This PC", not "This Computer" (if that affects anything).

2. I have 2.89 GB available, not 2.75.
