AVX core and turbo frequencies

Intel E5 v3 processors shift the cpu frequency from the normal frequency range to a lower, "AVX" frequency range when executing AVX instructions. Do other Intel processors also have an AVX base frequency that is lower than the normal processor base frequency? Specifically, do any of the i7 processors?

So there is extensive information about this feature for Xeon E5 processors v3, but I have not seen mention of it for any other processors that support AVX instructions.
