Access to PECI design tools

Hello, 

We are developing PECI interface to connect to Intel processors. Could you let me know how to get access to:

I assume Premier access to Developer Zone is needed, but my application has been pending for more than two weeks. Please confirm this is the right request and then help to accelerate the approval.
