Application of Thermal Paste on Intel processors

Whenever we change the Heat Sink or unseat and re-seat the Heat sink we have to apply the thermal paste. My question is that do we need to apply the thermal paste only on the CPU or on the Heat Sink or on both?

If we apply the Thermal paste on both the CPU and the Heat sink then will the Thermal paste act as an insulator?
