Cpu I7-7700HQ not Running At Full Speed

When my cpu hits 100 percent its normal turbo speed is at 3.8 GHZ but only runs at 3.4.I Know You might think that it is thermal throttling but it stays at 75

I undervolted it to make it Like that else it would be at 85 and 3.3GHZ
