i9-39000k over heating

CPU Temperature spikes to 100c and thermal throttling turns on.

Good-looking cooler, but not the whole story. There is proper application of TIM (paste). There is proper attachment of water block to motherboard and processor.  There is proper connection of pump and fans (and USB) to motherboard headers. There is proper configuration of the motherboard's fan speed control subsystem to react quickly to processor temperatures.
