Cpu frequency issues

I have a intel core i5 2400 attached and functioning on my h61h2-m2 motherboard. It says that my i5 2400 has intel turbo boost technology 2.0 so i enabled it but stll its not working and stuck at base speed maximum speed is base speed its not reaching any higher frequencies also it passed all intel cpu diagnostic tool test so i need help .
