I too have a m18 R2 with a 14900HX that has the exact symtpoms of this issue. I know 2 other people that have the same issue.

Dell / Alienware have issued a BIOS update to their laptop with the following notes.
"Maintains stability of 13th and 14th generation Intel processors".
Updating my BIOS have not fixed my CPU issue as it seems it has degraded and failed.

Intel putting out a statement saying that laptop CPUS are not affected is not helpful as OEMs are hanging on each statement.

Come on Intel!

The only wise and honest solution (for customers) from Intel would be a Windows update including the microcode update (also for mobile HX CPUs), as they did in the past... Will be applied only on OS loading, yeah, but better than not seeing it implemented at all via BIOS update by single OEMs.

This has been covered before. You must load this update before OS Load begins. If you don't, you are leaving open a hole in which an over-voltage can occur.

Better to load it "late" (the microcode is, or at least should be, loaded in the early stage of the OS launch) than never.  Btw, it appears that 0x129 is/will be distributed via OS update (RPL-E/HX/S B0), after all. Strange, since officially E/HX is unaffected
