Please be advised that processors do no run on the maximum frequency all the time and it will depend on the workload that is being processed by the system. Also, there are a lot of factors on why your processor is not reaching its maximum frequency such as system configuration.

To have a better understanding of your system configuration and components please generate System Support Utility (SSU) report. Please follow instructions here and send the report - How to get the Intel® System Support Utility Logs on Windows*
