I have experienced the exact same issue as explained in this previous post:
Windows UserModePowerService job is slowing down computer performance - Intel Community
Since the post is no longer monitored by Intel technicians, I repost to see whether there could be a resolution.
Some additional information:
1. My laptop model is Lenovo Thinkpad T14p Gen2, which has an Intel Core Ultra 9 185H processor and Windows 11 Home 24H2 operating system.
2. The issue occurs only when the "Balanced" power plan is chosen, regardless of whether my laptop is connected to AC power or on battery. Although I can switch to "High Performance" when the laptop is on AC, the "Balanced" mode is still a good choice when it is on battery.
3. As noted in the previous post, disabling "Intel Innovation Platform Framework Service" in Service Manager also works for me. But I'm not sure what this service really does and what is the effect of disabling it.

The Intel® Platform Innovation Framework is a critical OS component that works to provide driver execution environment during OS operation that allows his hardware to interoperate more efficiently.
Based on the behavior that you have observed, disabling this service has interrupted the power management of your laptop. Although this is only part of the behavior, underlying components may have been affected by the action.
Looking at the error message and the previous investigation that was conducted, the issue may be related to Intel® Dynamic Tuning Technology. DTT is system software drivers configured by the system manufacturer (also known as OEM) to dynamically optimize the system for performance, battery life, and thermals.
DTT contains advanced AI and ML-based algorithms to enable these optimizations for performance, thermals, and battery life. OEMs configure the software specifically for their systems. DTT is not intended to be an end-user based software since altering the system manufacturer settings may result in risk to system operation.

With this in mind, it would be best to consult your laptop manufacturer to check the effects of the disabling Intel® Platform Innovation Framework and event viewer message that you've encountered

1. I had deliberately tried to keep "Intel® Dynamic Tuning Technology" running while disabling "Intel® Platform Innovation Framework". The messages did disappear. Therefore, I doubt this is actually an issue of DTT. If DTT relies on "Intel® Platform Innovation Framework" to function, then this is probably an issue of "Intel® Platform Innovation Framework" that Intel provides.
2. As discovered by the previous post, this issue occurs on computers of multiple brands from multiple manufacturers. I do not understand why Intel insist on consulting manufacturers for this issue instead of escalating the issue internally and look into it further.
