Frequency in Bios says 4000mhz for 9960X (3.1ghz/4.4Max Turbo)

I have an Asus x299 Deluxe II motherboard and the bios is stating 4000mhz frequency. Is this correct?

I havent touched anything. This is default first boot up.

Hard to say. The bios belongs to Asus, so you need to confirm with them.
