2.0 GHz is the base frequency for your processor and 3.10 GHz is the maximum Turbo Boost frequency for your processor. You will never see the processor, overall, hitting this maximum; it will only occur on a single core when the load is isolated to this core and other conditions (power and thermals) permit. Turbo Boost can be limited by the BIOS performance configuration. To see this occurring, you need to be running software that can display the clock frequencies for individual cores. You could try running something like Prime95 with only a single core enabled.
