I heard that the Intel Transcede T31xx DSP as been end-of-life'd. Is this true?

Is the product going out of production? If not, is there a product development roadmap for this DSP?

Well, according to ARK, all three of the T31xx DSPs remain in Launched status. I also could find no external announcement of a pending EOL for these products. Roadmaps are considered IP and are only shared under NDA (well, when not, um, "accidently" leaked 😉). If you have an NDA with Intel, contact your Intel representative to discuss this further.
