I would like to know what is the max operating temperature is and how long i can stay at that max temperature before damage.
Also what happens if my temperature spikes really high for lets say 30 seconds? Will damage occur

The Maximum Operating Temperature is equivalent to your processor's Maximum Junction Temperature (Tjmax), which can vary from one Desktop processor to another. I believe that apps like AIDA64 and HWiNFO64 can display this temperature limit for you.
Having the Temperature stay at or near Tjmax for 30 seconds is not going to damage the processor. Just try to not do it too often.
