Intel XTU (eXtreme Tuning Utility) STUCK on Splash Screen

I am no longer able to get into the XTU utility. It hangs on the splash screen and there is 0% cpu/ram in Task Manager for the process.

i9-9900KF
Windows 10

I have Uninstalled and made sure to select (Options) to remove any previous profiles. it has not helped. I have also read forums here and tried the suggestions and it is not helping.

Hi, Sakka_Souffle.

Thank you for patiently waiting. We have several observations that we would like to share with you. We have found that based on the symptoms that you encountered, we suspect that the issue is caused by a Performance Counter issue within the operating system(OS). Since the OS feature is internal to the operating system, it would be best to coordinate with the OS developer for assistance. There are published fixes for this issue online as cited on 3rd party websites and even using the steps from Microsoft's article: Manually rebuild performance counters for Windows Server 2008 64 bit or Windows Server 2008 R2 systems that should work with Windows 10.

Hello there Von!!!
            Phewww.... thanks for the help sir! It was The Performance Counters! I had XTU3SERVICE as well as XTUComponent with values of "1" for RED_DWORD. After rebuilding the Performance Counters. I tried for a Launch. IT WORKED  
            I appreciate your persistence in helping me solve this annoying issue. I have attached a screenshot of the program successfully launched.

Hey Von, I'm was wondering why i couldn't import the Profile i had saved. I figured out why, says this:
How do i fix this? i notice the areas in Red are Disabled when they were Not before... ty

I have no idea what is going on with my XTU i tried many things and was wondering could the same work for me i have file logs of it, what could i do in order to fix this.

Hey there Von... did you see that, before the message you sent, i had accepted your answer to the solution. Unless you're referring to the follow-up question i asked. that has not yet been addressed to you. considering that information, i'm confused as to what you're reaching out to me for? can we resolve the appendix on the end of our eventful conversation?

this issue is still not solved. if i uninstall intel XTu, windows update automatically reinstalls it. Every time, the program is stuck in splash screen.

 

My mistake was considering updating, since i was using an older version that i had downloaded(now i can't find it, and i'm stuck with software that doesn't work)

 

At least make older versions available so people like me, with an old machine (i7 8750h windows 10 home) are not forced to spend an hour manually uninstalling drivers, restarting, looking for old versions, etc.
