Intel XTU v10.0.1.31reports throttling incorrectly

I want to report that the Intel XTU v10.0.1.31 reports incorrectly the state of my CPU immediately after my computer is brought back from sleep.

Before putting my machine to sleep, no matter how demanding the task is, Intel XTU never reports thermal throttling. For example, if my computer has not been placed in sleep mode before running the Windows built-in virus scanner, when I run the virus scanner in Custom scan against the entire C: drive, Intel XTU shows, for the duration of the scan, that most of the cores are active (24 cores), with the Package temperature sometimes reaching 65 Celsius, and the three throttling monitors show NO.

However, if I put my computer to sleep and resume working on it some time later, then the Intel XTU always shows the three throttling monitors (Thermal, Current/EDP Limit, and Motherboard VR) set to YES, even when my computer is idle with only 4-5 cores active and with a Package temperature of 32 Celsius.

My computer has an ASUS ROG Apex Z890 motherboard, Intel Core Ultra 9 285K processor, and 2 x 48GB 5600MHz memory modules. This is a software development machine and I NEVER play games on it. The only tweak made to the BIOS is the AI Overclock Tuner set to XMP I.

The fact that the Intel XTU is behaving this way is not a big deal for me since I know that there is nothing wrong with my machine or how it is setup.

Just wanted to report this minor glitch so that in the future versions of the Intel XTU the software engineers at Intel can fix it. There is no need for the Intel mediators to reply to this message, either.

1. Have you noticed any other changes in system behavior or performance after waking from sleep, aside from the incorrect reporting in Intel XTU?

2. Have you tried using a previous version of Intel XTU to see if the issue is specific to version 10.0.1.31?

3. Have you tried updating the BIOS to the latest version 2006?

Hi Jed G.,

Here are the answers to your questions:

1. No, I did not notice any change in behavior or performance. I usually compile large projects written in C# using Visual Studio 2022 and test these projects, many of them accessing SQL Server, and there is no change in performance after my machine comes back from sleep.

2. No, I have not tried the previous version. I installed the current version 10.0.1.31 around April 2025 and it has been the only version I have used so far.

3. Yes, I just upgraded the BIOS to version 2006. Here are the steps:

- downloaded the ZIP file from the ASUS website. The ZIP file contains Intel ME and the BIOS updates.

- used the ZIP file to upgrade both Intel ME and the BIOS

- after the upgrade I was prompted to press F5 to load the factory default settings - I did this and the default factory settings were loaded

- loaded the BIOS and went to the Extreme Tweaker tab where I set the AI Overclock Tuner to XMP I. If I do not do this my machine thinks that the memory modules should operate at 4800MHz. I want them to operate at 5600MHz. This is the only BIOS tweak I have made

- after the BIOS upgrade I loaded Windows and ran the built-in virus scanner (Windows Defender) against drive C:. While the scanner was running I started the Intel XTU and took a screen shot - you can find it attached to this message (the top screen shot)

- when the scan finished I closed the Intel XTU, right-clicked on its icon in the task bar and selected Exit

- then I put Windows to sleep

- then I brought Windows back from sleep

- started the Intel XTU and immediately noticed that the throttling monitors were indicating YES, as per attached screen shot (the bottom screen shot)

To the Intel Community,

Guys, I noticed that you have been reading these posts but none of you replied to say whether or not you are experiencing the same problem.

For those of you who have a desktop computer with an Intel Core Ultra processor, could you please spend a couple of minutes and put your computers to sleep, bring your computers out of sleep, and check if the Intel XTU is showing any throttling?

Please post your answers because I want to eliminate the possibility that my computer has a faulty component, like the Intel processor itself.

Just a wild thought here: what if the Intel XTU is reporting correctly that there is throttling happening when my computer is idle? Then the problem is not of the Intel XTU, it is with the processor. Is the problem with just my CPU, or is it a problem with all Intel Core Ultra CPUs?

Hi Jed G.,

I spent this weekend trying a few BIOS settings to solve the problem and I finally found a temporary solution that works. I changed the BIOS setting "Intel 200S Boost" to "ENABLED" and now the Intel XTU does not report any throttling, even after bringing the computer back from sleep. As a bonus, my machine has improved its performance by a few cycles.

If you want to close this ticket, please go ahead and do so. Apparently, either nobody else is experiencing this problem, or nobody else cares.

Thank you for the update. I'm glad to hear that you've identified a temporary workaround.


To assist us in conducting a more thorough investigation, we would appreciate it if you could share additional log files with us. These will help us better understand the issue and work toward a more permanent resolution.

 

1. Screenshots or video on how to recreate the issue.

 

2. XTU verbose log files (only available when you are able to start XTU and reproduce issue) - see below 1-8 steps.

 

- Open Registry Editor

- Find HKEY_USERS\.DEFAULT\Software

- Create a new Key named “Intel” under that node (if it doesn’t already exist)

- Create a new Key named “XTU” under the “Intel” node (if it doesn’t already exist)

- Create a new DWORD value under the “XTU” node called “LoggingLevel” with value 4

- Restart the XTU Service, or restart the computer. 

- Start XTU and reproduce issue

- Share new XtuCore logs available in C:\ProgramDate\Intel\Intel Extreme Tuning Utility\Logs

Hi Jed G.,

Here is what I have done to produce the log file:

1. Went into the BIOS and set "Intel 200S Boost" to "DISABLED" - this is the temporary fix I used as per my previous post

2. Created the Intel registry key as per your instructions

3. Started Windows Task Manager, went to the Services tab, stopped the XTUService

4. Went to the C:\ProgramData\Intel\Intel Extreme Tuning Utility\Logs directory and cleared all the previous logs to make sure I am sending to you just the log file that shows the problem

5. Put the computer into Sleep mode

6. Brought the computer back from Sleep mode

7. Started Windows Task Manager, went to the Services tab, started the XTUService

8. Started XTU (could see immediately that the 3 throttling monitors were showing YES, with yellow bars, as per screen shots sent to you in previous posts)

9. Ran Windows Defender for a few seconds and then exited it (when Windows Defender was running that is when the 3 throttling monitors always show the yellow bars at 100%)

10. Exited XTU

11. Started Windows Task Manager, went to the Services tab, stopped the XTUService

12. Went to the C:\ProgramData\Intel\Intel Extreme Tuning Utility\Logs directory and saw that 2 log files were created

13. Compressed the 2 log files above and attached them to this post.

We've tried to recreate the issue several times to ensure that the concern with your processor is thoroughly checked. Based on our test results, we weren't able to recreate it.

 

We'll definitely help you and for us to further investigate the issue, kindly share the following:

 

  1. What is the PSU brand, model and wattage being used?
  2. What is the current power plan set on your system?
  3. Have you tried to set the MOBO's BIOS to default and check if the issue persists?

Hi Jed G.,

1. The PSU is a Corsair HX1000i Fully Modular ATX

2. The current power plan is set to High Performance

3. Yes, the MOBO's BIOS is set to default values - the only change, as of 2025-08-29, is the AI Overclock Tuner set to XMP I.

Yes, the problem still exists. It could be a minor thing in my computer that is causing the Intel XTU to behave like this.

What is interesting is that it only happens after my computer in brought back from Sleep mode. I am thinking about replacing the memory with a pair of faster Corsair 7000MHz modules. I will let you know when this happens and if it has any effect on the throttling monitors.

Also, I have set the "Intel 200S Boost" to "DISABLED" since 2025-08-20 because my system became unstable after posting the last message. Up until 2025-08-20 that temporary solution was working fine, but not after that date.

Since no one else has reported this issue to you, and because it does not seem to be affecting the performance of my computer, I would like to request that you stop your efforts to fix it. I believe now that this is a reporting issue, not an actual problem with the CPU.

If in the future I find a solution that does not involve tweaking the BIOS I will let you know.

For the time being I will accept your last post as the solution.
