My CPU (i7-13700k ) clock speed always going high!

My CPU (i7-13700k ) clock speed always going high to clock speed without any task running like it's going from 1.5 to 3.0 GHz, 2.0 GHz to 5.13 GHz for no reason I don't know what is happening.

For more information, My GPU (RTX4070ti) is also acting weired my GPU memory clock speed always stuck at 10502 MHz.

Please be aware that we don't support third-party products, if you are having issues with your Discrete GPU, you need to contact the proper manufacturer for assistance. 

Regarding your processor issue, can you confirm if this issue happens in idle and running workloads? 

Please attach a screenshot of where you are seeing those values, so we have a better perspective of what you see.
