Built a new system and seeking advice.
Asrock Z690 Extreme Wifi (newest Bios installed)
Intel 13600k
Memory Corsair Vengeance 32GB (CMK32GX4M2E3200C16 on compatible list)
Gigabyte RTX 3090
upon boot with default bios settings I receive error "unexpected kernel mode trap", sometimes it lists "intelppm.sys" as cause.
Disable SpeedStep in bios the PC boots fine. But as soon as I enable SpeedStep again I get the same BSOD error message.
Everything default including fresh install of Win10 and Win11(tried both, both giving same problems.)
Processor stuck at 3.5 GHz and won't turbo boost.
I have tried many things, memory reseating, 1 stick at a time in all memory sockets, reseating the CPU, taking off everything except Keyboard and mouse and boot drive etc etc etc.
Looking to diagnose if this is a CPU problem or Motherboard problem.

Thank you for posting on the Intel® communities. I am sorry to know that you are having issues with your Intel® Core™ i5-13600K Processor
I would like to know if the issue persists. If so, provide the following:
1. What is the BIOS version?
2. Did the SpeedStep use to work?
3. Did you overclock the processor?
4. Did you check this issue with Asrock? This is because the BIOS option triggers the issue.

Bios is 13.02 (newest) however, I tried multiple.
SpeedStep worked for a very short while, until it got stuck in a BSOD loop.
No overclocking, everything default.
I did talk to Asrock in detail. They stated that since SpeedStep is a CPU feature that it was a CPU issue. You are claiming since its an option in the bios its a motherboard fault.
However, after speaking with Amazon, they advised me to return the CPU, which I did.
I now have a new CPU and it is functioning 100% fine. I stress tested the system using XTU Stress test option.
For now everything is running great.

Thanks for the confirmation. I understand that got in contact with the place of purchase (Amazon) and they replaced the CPU. However, I would like to confirm the following:
1. Did you notice any "SpeedStep" issues with the new CPU?
2. If the CPU is working fine, would you like to close this thread?
