Options in XTU are greyed out

Why are most of the options in XTU greyed out? I'm running an Xeon W5-2465X on a W790 motherboard from Dell latest worksation T5860.Both BIOS(1.1.11) and XTU(7.13.1.5) is the latest one from official website.The XTU shows the messgae that Overlocking is disabled on this system under the optimizer option card.The CPU I am using should be OC unclocked already.

 I added several image for the issue and upload the config file exported by Intel System Support Utility
