I'm experiencing an issue with my ASUS ROG Strix G16 (G614JV) with an Intel Core i7-13650HX, where PL1 (60W) and PL2 (90W) keep getting dynamically overridden to 170W and 170W, despite manually setting them in ThrottleStop 9.7 and Intel XTU. This leads to high temperatures (96°C) and thermal throttling. There are no BIOS options to disable Intel DPTF or modify power limits, and locking PL1/PL2 in ThrottleStop has no effect. How can I permanently enforce custom PL1/PL2 values and prevent the system from overriding them?

ASUS tends to use its Armory Crate (AC) software for configuring laptops. AC can be downloaded from the ASUS support website for your machine. AC would have to be used without any other software such as ThrottleStop or XTU being active. There may be an option in AC to fix the configuration and disable the dynamic overriding. If that does not work, an email to ASUS support outlining the problem may produce a solution.

Long story short, as long your CPU is below 100 C it will stay on "170W" (if PL1 is 170W), you can not disable power and thermal controls. The laptop or PC is always aiming to stay in PL1 no matters temperature
