I tested my pc with different software to measure memory bandwidth (MAXXMEMII, GeekBench), and result is around 4 GB/s
My laptop have 4GB of DDR3 1600, following information on the wiki bandwidth should be around 12 GB/s
What is the problem with and how i can solve it?

This is normal due to the product design goals, product segmentation and product price point of Atom based processors.
Just use your PC normally for what it was designed for and don't keep thinking about benchmark metrics.
It can perform all non-gaming tasks that you throw at it, just less fluidly than Core processors.

So why they put ddr 3 modules in laptop instead ddr 2 (8 GB/s) or even ddr 1 (4 GB/s) ?
Is it really important to support DDR3 in pentium n3700 if you can't use it even on a half?

RAM is cheapest for variants that is in high production volumes. DDR 2 or DDR1 one RAM is obsolete and no longer in high volume production, making them much more expensive.
DDR3 is supported because of the ubiquity of supply globally.

Based on the processor specifications you should be able to get 12GB/s.

What I can think is that your system manufacturer has limitted this specification, that also depends on the memory RAM that your system has installed, I would suggest to contact your system manufacturer in order to see if they have more information about it as they are more familiar with your system and how all the components interact with each other.
By any chance, do you have the RAM part number that you have installed on your computer?
I just want to check more information about it.

My ddr3 module is: adata adds1600w4g11-b
My laptop is: clevo w940lu
I hope it can be fixed somehow through firmware update if there is no hardware limitations.

I was checking with your system model through the website but I did not find anything that it tells me anything about the issue you have, at this point I strongly recommend contacting your system manufacturer to get better information about it or to see if there is any limition about it.

The Asrock N3700-ITX which uses the Pentium N3700 attained 9.6 GB/s of memory bandwidth when used with dual channel (2 sticks) of DDR3-1600 RAM.
If your Clevo laptop is running on a single channel (1 stick) of DDR3-1600 RAM, then a bandwidth of 4.8 GB/s is expected.
There is no problem with your laptop.
If you are looking for full memory bandwidth, a Core architecture processor would be a better choice.
