Problem with intel 13700k

im having a problem with my intel 13700k and looking for a solution, a couple off days ago i installed windows 24h2 and went to do my benchmarks, then i noticed my cpu running at base frequency. ive been troubleshooting this for a couple off days and i think its the cpu there is something wrong with. i am on an asus z790-a motherboard. running the latest beta bios with the lastest microcode update. the problem is no matter wich settings i change in my bios the cpu wont go above base frequency. the same problem occured on the other bios, so iknow its not bios realted and its predicting 5.40ghz but i get 3.40ghz. its not windows related either cause i have done 3 clean installs off  windows 11 24h2 at normal settings, and also with optimized, with the latest chipset drivers,and just basic ones, also tried with a debloated windows so i know its not program related either. i have also done a clean install off windows 10 but the results are the same.

could this be a sign off a degraded cpu? its 1-1,5 years old now.

Hello Elisas,

 

Not all processors will manifest and affected by the instability issue.  It is normal to observe that cores run at a lower frequency than the base frequency listed on the Intel specification page for that processor.

 

Yes. When a low-complexity workload, such as light web browsing, is running on the system, the processor power and frequency will frequently be lower than the specified base values. This is typical operational behavior, and the processor will move to higher operating states when workload demand increases. In some situations when the processor is waiting for information from external sources (such as a web server), it may move to a lower operating state to save power.

 

Is it Normal to Operate Below the Base Frequency for My Intel®...
