In this article I found that the Z890 chipset offers 24 PCIe 4.0 lanes along with 8 SATA ports, but I viewed several high-end Z890 motherboards ( ETC meg godlike, aorus xtreme, rog extreme) and I found that none of them uses the chipset to offer PCIe&M.2 slots using 24 PCIe lanes together with 8 SATA ports.
Then I came up with a question: does the 8 SATA ports offered by the Z890 chipset comes from the PCIe lanes of the chipset just like the AMD B650 chipset, which means that motherboard manufacturers can only use (24-n) PCIe 4.0 lanes and offer n SATA ports? Or, the Z890 do offer 8 standalone SATA ports along with 24 standalone PCIe lanes, but none of the motherboard manufacturers uses all of these lanes?

SATA ports on the Z890 chipset motherboard do not use PCIe lanes. The Z890 offers a maximum of 8 SATA ports. It is up to the motherboard manufacturers as to whether or not they provide the maximum possible SATA ports or a lower number. Issues such as user demand and available space may be a factor in this.
