Speed not Size

Why doesn't Intel invent a node process naming convention that equates to speed?

I think I probably misunderstand. I am thinking about measuring the CPU more than a single transistor. What would a "special instruction" for a transistor be? Apply electricity from all directions? Lol. I guess the speed would be 0 leakage.
