I've run Intel(R) processor identification and got this result , i don't know why my CPU only run at 0.79Ghz while it can up to 2.30Ghz . Is it normal ?
And Turbo boost seem doesn't work , the status bar never move a little bit .
Can anyone help me ? I'm so confused.

ther is no problem the cpu has decreas to.79 to reduces energy consumption and if u strees the cou u will be see it run at normal freqyncy
and turbo post will run if any prog has used one cor and need som speed over then it well run in tubo boost ( the mb had to be turboo boost tecnology)

Thanks , but I've tried a lot of thing like convert a movies , playing 3D games [COD and Prototype] and nothing could move the bar up

Since only the processor was given then statements will only based on the cpu. It should be operating from 2.3 Ghz to 2.9 Ghz. If you provide additonal info about your system it should help a lot for anybody willing to help you.

BIOS only have Intel SpeedStep® Technology
[I've tried disable speedstep and Turbo Boost mornitor won't work, but Intel Processor Indentification still says my Cpu running at 0.79Ghz]

From the picture, the system bus is 100 Mhz. Should it not be 133 Mhz? If you read the FAQ of TurboBoost monitor each bar is an increment/decrement of 133 Mhz. I'm not sure about this since I don't have a Dell system like yours.
Try running another program to confirm that the cpu is running at 0.79 Ghz. You can download and run the open source program "Open Hardware Monitor".
You can also consult Dell technical support about this.

It looks like the laptop is running in single core only. There should be two cores shown in Open Hardware Monitor. I'm not sure if you have the option in bios to change the number of cores. If not you really have to consult Dell about it.

Thanks for helping , I thought that was drivers problem . so i updated driver , but it didnt work .. after that , i saw an update for BIOS , after i updated BIOS , my cpu works like charm

This is my first generation i5 cpu. It is a quad core cpu thus there are four cores shown in Open Hardware Monitor and also in CPU-Z. Looking at your CPU-Z result your pc is running in single core (see bottom "cores" entry in CPU-Z). Also your cpu is running at a high temperature.

As stated earlier you go to bios and set the number of cores. Set it to "all". This is for Intel motherboards. Since you have Dell you should ask Dell Tech support about it if you cannot see that option in the bios.

After doing some experiments , I found a very interesting things
Uncheck the box in Msconfig like the image and whoop~ .. open hardware monitor shows 2 cores .
If the box checked , It will show only one !

I don't know why your laptop behave that way but in mine whether the number of processor box in msconfig is checked or not the result is the same in Open Hardware Monitor. Yes I'm aware of the option but it is one of the suggestions by others to speedup the boot/startup process. I'm not 100% sure whether your system is operating with two cores but I cannot find a way on how to verify it.
Also Turbo Boost monitor after booting of the computer should indicate a fluctuation of the bars then should return to the lowest level. You have not stated this but since you have indicated that your problem is solved I'll assume that it is behaving as stated.

You try this: You must be an administrator. Click "Start", "Control Panel", "System and Security", "Administrative Tools", "Services". Locate "Intel Turbo Boost", right click it and choose "properties". Select "Automatic" in the "Start up Type" box. Click "Ok" and exit. Try and see if it now works.
