Where can i download the Intel IO Margin Tool(IOMT)

I want to download the IOMT tool for Intel Xeon eagle stream platform.But I can't search the tool location.

I am also looking for the IOMT tool for Emeral Rapids CPU. Do you know where I can find that? 

I am looking for the actual link since the search is not helping me find it.
