Why does task manager show an incorrect maximum speed of 1.8ghz when it should be 3.4ghz (intel core i5-8250u)?

Why does task manager list the maximum speed as 1.8ghz instead of 3.4 and also why is the cpu running less the minimum clock speed, 1.6ghz

These are the numbers that TM has SEEN, not the true maximum that might be supported by the processor. As for a minimum, there is no minimum. Your processor, depending upon PM conditions, can be clocked down to 0MHz.
