I got a CPU cooler rated for 160w max tdp of cooling and the i5 4690k Max tdp is 88w and when I run an stress test on Intel extreme tuning utility I get temps of 60 to 78 degrees Celsius and it always changing one second it could be at 64 the next it could be 77 and the Max watts it uses is 44 I don't know if its something to do with the haswell heat problems because of the bad thermal paste used on them or if what's happening can be normal someting?

According to your description, the behavior that your experiencing is normal. The TDP can change when running a stress test and is considered normal.

and I'm wondering why my CPU cooler is not getting hot when my CPU is around about 70'C and the cooler is fitted properly I think it's because with haswell Intel used not so good thermal paste I found a way on YT of how to take the heat sink between the die to replace the paste between them but I really don't want to do it unless I really have to make the CPU cooler (it run from 20% utilised up at 70'C do I need to be considered about it ?) (Thanks for your help again if you answer this )

The behavior that your experiencing is normal, the expected temperature for your processor is 72.72°C, you are saying that yours runs at 70°C, this result is OK.
