XTU_2.1 wont install on windows 8.1 64x bit ( MSI GE60 Apache Pro 003 ) intel i7-4710HQ after refreshing windows 8.1 .. know that it was running before refreshing !

That version of the XTU does not work with windows 8.1. Try installing the latest version from this link and let me know how it works:
