variable frequency of cpu

Hi guys.Why my cpu reduce his frequency when the workload is low?It is a nonsense for me,The cpu does't use his potenziality when workload is low and employ much time to do an action.Why?

This is probably due to power saving features. Try using a different Power Plan in Control Panel.
