Thanks for letting us know about this. I'm not sure why you're unable to download CoD but we have a team assigned to work those issues. If you go to the "Support” link at the very bottom of this page: https://softwareoffer.intel.com/support, you will be able to fill in your information and it will create a ticket. Our team handling those items will reach out to you within 3-5 business days. If they don't, let me know and I'll escalate it.
