eCOS is already ported to Nios II and is available for download in the "Download Ecos" forum of this website. If you mean you want to port eCOS to Nios I (not Nios II), then you can download eCOS without any Nios support from the mirror site here:

http://ecos.sourceware.org/) .... however, I really have to say there is little benefit to using Nios I anymore. Nios II is smaller, faster, more efficient, and continues to be actively supported and updated by Altera.
