12th Gen Intel® Core™ i9-12900KF temps too hot 95 C while using IntelExtremeTuningUtility

Core Voltage Offset: 0.000 V

Package temperatures keep bouncing into 98 C and back down to 80 C.  Can someone advise me on how to keep temperatures static?

Could you please clarify what are you trying to do with the Intel XTU tool? Do you get these temperatures while stressing the processor (running a stress test)?
