The BIOS settings for my CPU are set to the default intel "performance" on an Asus motherboard (253w/253w - 307A) and the CPU starts to throttle when it reaches 80c and beyond on a few cores (5+7+2+0) in that order.
The temps never go beyond 91c under full load and i am wondering why i see thermal throttling at these values with a 360mm AIO.

Is this with a stress test like Cinebench or do you see this in games as well?

Mainly in stress testing but also happens with few games too. From what im reading online a 360 AIO , or a top tier air cooler should be able to handle the 253w. This is using the lowest power intel profile from the new bios. It's either performance (which im using) or extreme (which i have not even bothered trying as its power limits are higher). MCE is disabled and it never goes above 1.45v

Your ASUS Z790 motherboard may be one of the ROG models. If that is the case there is an ASUS forum that can be found here . It might be worth looking at that forum in terms of motherboard configuration or for asking for specific help with your particular situation.
