My question is related the discussion which I added the link here;
I wrote it there but cound'nt get a answer. Like I said How can I convince the warrant service in my country to recognize this problem and ask for refund? Or to give me a new one which I doubt even if I get a new one the problem will persist. I mean problem looks like related to compatibility or drivers, Can İntel release a update or something for fixing this problem? Because it's looks like a lot of people have this problem. İf İntel can't release a update for fix this problem . I would prefer to get a refund and with that money I will buy a Ryzen in order to find a solutions for this issue.

Thank you for that information.
The reason why you are not able to see the Intel® HD Graphics controller in Device Manager is because you have a graphics card installed, so whenever you add a graphics card to the motherboard it will disable the graphics provided by the processor. The games you are playing are being handled by the graphics card and the driver provided by graphics card and not the Intel® HD Graphics controller. Have you reported this behavior to the manufacturer of the graphics card?

No I didn't report this behavior, but isn't normal? Like you said, I'am using a external video card.
I have send my GPU to warrant service twice and came back as nothing wrong. They said nothing wrong.
Also I have tried my old GPU and the same thing started to happen to it. Before that ,there was no such problem with my old video card too.
And of couse I have tried with my on board GPU of my motherboard and still the same problem occurred.
-Tried 4 different monitor still the same.
-Tried my GPU(gtx 970) with my old pc which has intel i7 920 CPU and still the same. Seems like this issue is contagious through part to part. Because my old PC was working fine before.
-Format my harddisk and Reinstalled my OS over and over again and also tried at windows 8.1 still the same.
The reason that I wrote at the title ''about the topic related to Jagged Shadows, Low LOD, Jagged AA, and Shimmering Borders'' , We have the same problems and in that discussion SamJam said after he bought a Ryzen 1200 ,It fixed the problems happening. And I have seen before at a forum threads that Ryzen could fix this problems too. Which brings this conclusion; '' like the SamJam said there is something wrong with intel CPUs causing such issues.'' And İntel can't give us a solutions for that
You can see in those link that I share at the bottom, there is a 100 pages forum treads about this problems and it's seems like the only promising solutions is changing your CPU to Ryzen.
I am not a Ryzen fanboy or İntel, I just wanna find a solution for this so that I can enjoy what I have paid for (which is a little fortune for me thanks to exchange rate at my country)

Sure, I understand that.
I believe is a good idea to report the behavior to their support, it could be a matter related to drivers. From your report, the issues does not seem normal, the game should run well.

From my end, you can replace the processor and check it the issue is still present.

Yes I tried to install this driver but it gave error everytime , says ''This system does not meet the installation requirements for the software''
Tried this version and the previous version too.
But I thought It doesn't install because there is a external video card (Gtx 970) on the motherboard.

Sorry, It took me while to respond, I was little busy this weekend.
I removed the graphic card and install the İntel Graphics Driver like you said and then I put my gtx 970 back in , tried playing games but unfortunately still the same

Remove the graphics card completely, and play game only with the Intel® HD Graphics controller. Make sure driver https://downloadcenter.intel.com/download/27355/Graphics-Intel-Graphics-Driver-for-Windows-15-60-?product=88345 Download Intel® Graphics Driver for Windows* [15.60] is installed.
