Well i need to know because mine i can only get it at 2500 RPM but when i restart the system the cpu fan kicks in with more speed and its very loud, the thing is as soon as i enter the BIOS or the OS it slows down and i can only get it too 2500 rpm but the BIOS is showing me that my fan is at like 35-40% of its maximum in a bar.

I understand you would like to know the maximum stock fan RPM's.
The fan speed is between 800-2500 rpm's. You can actually control the speed at BIOS level; this is possible if your computer bios allow changing fan speed settings.
BIOS update may help with noise of the fan, but if the fan is out of balance, this will be a hardware problem and you could contact Intel for possible warranty options
