Can XMP & TURBO BOOST 3.0 be used simutaniously?

I purchased a new i7-6950X processor for my ROG Rampage V Edition 10 Motherboard and want to know if XMP and Turbo Boost 3.0 can be used at the same time? My memory is: F4-3200C15Q2-128GTZSW

Yes, they can be used simultaneously and, in fact, both features are enabled by default in most BIOS.
