Every time it try to run GTA IV from steam it opens the "first time setup" window, the another window pops up saying
A required security module cannot be activated.
This program cannot be executed (8016).

The link sends me to a page that says that GTA IV has an error with 6th generation Intel core processors. If i hit close or ok on the error window, another one pops up but if i close that one nothing else pops up.

I was looking at the driver version 4352 that reports an issue with GTA IV

The latest driver version 4474 does mention this issue has been fixed but you can give it a try.

Were you able to load the latest graphics driver version? Do you still have issues with your game?

sadly, i couldn't install the new driver version. when i unzipped it and ran setup.exe a popup window appeared saying that "my computer didn't meet the minimum requirements to install the software."

It might be that your computer is currently running third party graphics or you need to run the installation manually.

I probably should have realized earlier, but I don't think I need to update the graphics driver because I don't have an Intel graphics card. I have a Nvidia GeForce GTX 970, and my processor is an Intel i5 6500
