In reference to your question, just to let you know, the Intel® Quick Video Sync is a feature that came embedded on the Intel® Processor and it comes activated by default.
Sometimes, depending on the computer you are using, the option to disable is available in the BIOS, for that we recommend to get in contact directly with Dell to verify that information.
Additionally, depending on the application that you are working with, it will also provide the option to disable Intel® Quick Video Sync, but in general, it should be activated by default, we suggest to get in contact directly with the developers of the application to confirm if that option is available.
