How can restore my CPU to default settings (overclock issues)

Hi my PC is suffering of some video flickering at the post and some blue screen in win10, probably caused by a bad cpu overclock. 

I reinstalled Windows thinking that would solve something, because i tweaked the settings via Process Lasso and Quick CPU, but I read that even if a reinstall is done, the processor remains overclocked, so...

How can I return it to its factory values?
