Intel VT - FlexPriority enabled, but why no performance boost?

Hello all.

We have an HP based ESXi server with the Intel Xeon E5-2630 onboard. All Intel based settings are enabled in the BIOS and in the virtual machine config we are seeing that flexpriority is enabled, but the Windows XP (32 bit) VM does not get good performance. It does get better performance if we set MMU to "software", which basically turns off flexpriority. I understand it has a lot to do with the workload running inside the VM, but overall we are seeing worse performance with flexpriority "enabled". Not sure how much deeper I can go to ensure it is functioning correctly
